Learn how to make your icons look from this:

001. First off, open the image you are going to use. I'll be using this pic of Carrie Underwood I got from sweetandtalented.com.
002. Go to Layer > New > Layer... to create a new layer. Fill it with the color #000A8F.
003. Change the blending options to 'Exclusion' and change the opacity if it's too much. That's it! Here's another example with this tutorial:
