Background Blur

01. First open up the image you want to use in photoshop.

02. Duplicate the base layer. Your layer palette should look like this:

03. Go to Filter > Blur > Radial Blur and make the settings like so:

Your image should now look like this:

04. Now select the eraser tool and a soft round brush like this: . Click on her face a couple of times to get rid of the blur on it. Your picture will now look like this:
